Call for Proposals – Engineering Services

Corner Brook Port Corporation is requesting proposals from qualified engineering firms to assist the Port with the design and construction of a cold storage facility to be located dockside at the Port of Corner Brook. The services required include preliminary investigation, design, provision of a public tender and construction management.

This project, proposed by the Corner Brook Port Corporation, is intended to significantly contribute to the Newfoundland and Labrador fishing industry by providing access to safe cold storage in a location that is strategically positioned on the wharf to give direct access to the port’s international container service. The completion of the project will increase business opportunities to both fish harvesters and processors through lower costs, quicker time to market and better direct access to international markets promoting economic development for seafood processors, harvesters
and other businesses in the surrounding areas and strengthening the regional and provincial economy.

Call for Expressions of Interest – Cold Storage

Subject: Cold storage facility (fish) in Corner Brook, NL

The Corner Brook Port Corporation (CBPC) invites expressions of interest from prospective cold storage users to support the development of a cold storage facility in Corner Brook, Newfoundland and Labrador. This multi-user facility will be positioned strategically on the dock at the Port of Corner Brook to give direct access to the port’s international container service.

CBPC recognizes the limited access to proper cold storage in the region and the impact it has on the industry. Currently, many processors incur significant additional transportation costs as it is necessary to move fish off the island to be stored in facilities in other provinces. As well, due to the lack of cold storage near the Port of Corner Brook, it has been identified that the fishing industry does not have equal opportunity to benefit from the international container service available at the port. Specifically, processors planning to ship fish to international markets directly from Corner Brook are not able to safely store fish prior to its shipment. A dockside cold storage facility will provide processors with lower costs, quicker time to market and better direct access to international markets promoting economic development for seafood processors, fisherpeople and other businesses in the surrounding areas.

To address this cold storage shortage, CBPC plans to construct a public use cold storage facility for fish products at the Port of Corner Brook. The facility will have an expected holding capacity of 5,000 to 6,000 tonne. The expected budget for this project is $10 million. CBPC has funds to invest in this project however additional funding for cold storage equipment and racking will be required.  While CBPC will be applying to federal programs to assist with this project we are seeking industry partners in invest in the project in exchange for guaranteed storage at a preferred rate.  While project partners will be able to invest to guarantee their access to storage a limited percentage of storage will remain available for public use.

Industry partners interested in contributing to the project are requested to submit a non-binding EOI application.  If you have questions or would like to discuss this opportunity prior to submitting an EOI application, you may contact Jennifer Hartley. Application are due July 10, 2020.

After the EOI applications have been received CBPC will evaluate the demand for cold storage to determine the optimal size facility to construct, given the constraints of the available space, potential investment funds and estimated construction cost.  We are unable to guarantee that we will be able to construct sufficient cold storage to meet the needs of all interested applicants.  The EOI process will be followed by a formal subscription process first offered to EOI applicants.

Mural Project Continues with Artist Selection

The Port mural is part of the CBPC’s cruise enhancement project which aims to create a more welcoming and inviting experience during the arrival of cruise ships. Our goal is to select a mural that not only captures the culture and essence of Newfoundland and Labrador but creates a sense of place, destination, vibrancy, and adds character to the area.

Eight proposals were submitted for consideration, each portraying Newfoundland and Labrador culture through a variety of styles, techniques, and designs. It was a difficult decision, therefore the team decided to short-list the proposals to allow for more discussion and reflection. The team is happy to announce the selection of Marshall Borland and Kelsey Street (see biographies below).

Marshall Borland and Kelsey Street studied visual arts at Grenfell Campus, Memorial University of Newfoundland. Marshall and Kelsey’s mural incorporates a collage of images using mixed media including aerosol and acrylic paint. The mural depicts Corner Brook’s strong sense of culture; the thriving arts community, indigenous heritage, wildlife and nature, and a variety of historical elements including the mill/lumber yard and the fishery trade within the Bay of Islands.

The project timeline remains flexible as the 2020 cruise season was recently suspended due to COVID-19. Regardless, CBPC is pleased to move forward with the project and expects the mural to have lasting impact.

Thank you to all artists who took the time to prepare and submit such wonderful work. CBPC will continue to post updates on the project throughout the summer. Questions regarding the project can be directed to Jennifer Hartley, business development manager by email info@cornerbrookport.com or phone 709-634-6600.

The purpose of this visit is to position empty cargo containers so that the Port and its partners, Logistec Stevedoring Inc. and Corner Brook Pulp and Paper Ltd. can prepare for their first international shipment.

MSC is enhancing its shipping network in Canada by adding a new call to Port of Corner Brook. Building on its existing presence in the Ports of Montreal and Saint John, MSC will deploy the additional service to Corner Brook, beginning this month. MSC is a global leader in transport and logistics, facilitating international trade between the world’s major economies and emerging markets across all continents.

“This new service is a symbol of our long-lasting commitment to Canada and mutually beneficial relationship with the Corner Brook Port Corporation and our customers in Newfoundland and Labrador. The Port’s terminal operator, Logistec Stevedoring Inc. will oversee the handling and storing of containers and the loading and unloading of cargo in and out of containers. Over the next two weeks, containers will be filled with cargo, sealed, and tagged in preparation for shipment.

“At LOGISTEC, we firmly believe in this type of partnership. Working together toward a common goal benefits not only the local economy, but the national economy as well. Our investment of $1.7 million will be put toward increasing the operational efficiency at the Port of Corner Brook. Making smart investments in Canadian transportation infrastructure and trade corridors are key to ensuring Canada’s continued success in the global marketplace”, explained Rodney Corrigan, President of LOGISTEC Stevedoring Inc.

SPECIAL MARINE NOTIFICATION: CORONAVIRUS DISEASE (COVID-19)

PURPOSE

Recognizing the evolving situation concerning Coronavirus Disease (COVID-19), the Corner Brook Port Corporation (CBPC) is committed to provide information and guidance on protocols to consider in safeguarding the health and safety of those working within the Port of Corner Brook. The information in this notification is based on best practices and on recommendations developed by the Public Health Agency of Canada (PHAC) and World Health Organization (WHO) to prevent and minimize the spread of the virus and to contribute to the health and safety of those working within the Port of Corner Brook.

BACKGROUND

On January 30, 2020, the International Health Regulations Emergency Committee of the World Health Organization declared the Coronavirus outbreak a public health emergency of international concern (PHEIC). Accordingly, Transport Canada (TC) Marine Security Operations provided information and guidance to the Canadian marine industry on protocols to consider in safeguarding the health and safety of those working in the marine industry in Canada. This information was based on recommendations developed by the PHAC and WHO.

SIGNS AND SYMPTOMS

Common signs of infection with the Coronavirus include fever and respiratory symptoms such as cough, shortness of breath and breathing difficulties. In more severe cases, infection can cause pneumonia, kidney failure and even death.

PREVENTATIVE MEASURES

While the immediate risk of this new virus to the Port of Corner Brook users and staff is believed to be low, everyone can do their part to help the Port of Corner Brook respond to this emerging public health threat. Personal hygiene measures such as frequent hand washing with soap and water, avoiding touching the eyes, nose and mouth and avoiding close contact with people who are symptomatic are important preventative measures.

TEMPORARY DIRECTION AND GUIDANCE

In order to contribute to the health and safety of those who work in and support the business of the Port of Corner Brook, and to reduce and/or eliminate the risk of spreading of the Coronavirus within the Port of Corner Brook jurisdiction, the following is implemented on a temporary basis:

FOREIGN FLAGGED VESSELS

  2. Vessel Masters with crew members and passengers symptomatic of the Coronavirus are to advise TC Marine Safety and Security following transmission of the 96-hour PAIR;
  3. As to vessels with symptomatic crew members or passengers, TC Marine Security Inspectors will advise PHAC officials, who will follow up directly with the vessel;
  4. Based on the information provided in No.3 above, PHAC will provide follow-up directions;
  5. In the event that PHAC determines that a crew member or passenger on-board a vessel is at risk, TC Marine Safety and Security, in coordination with PHAC, will provide notification to others on a required basis (including, but not limited to, Canadian Coast Guard, Pilotage Authorities, TC Marine Safety, CBPC, CBSA, etc.);
  6. Based on the determination in No. 5, should the vessel be granted permission to enter the Port of Corner Brook by the appropriate regulatory authorities, then the CBPC will enact its own emergency response plan and/or applicable protocols in coordination with PHAC and TC.

DOMESTIC VESSELS

  1. The above procedures do not apply to Canadian Registered Vessels;
  2. Domestic vessels should report passengers and crew who are symptomatic of the Coronavirus to provincial and local health authorities; and
  3. If a case of Coronavirus is suspected, Masters of Canadian Vessels are to advise TC and supporting agencies immediately, i.e. Pilots, CBPC, etc., prior to others boarding or coming into contact with passengers from the vessel.

Call for Artist Proposals – Port Mural

TOURISM MURAL PROJECT

ABOUT CBPC
Corner Brook Port Corporation (CBPC) is a community-based organization responsible for the day-to-day operation
of the Port of Corner Brook. CBPC is committed to pursuing projects which have the potential to generate economic
activity for Western Newfoundland. The Tourism Mural Project is part of the Cruise Enhancement Project that
includes various improvements to the cruise welcome program. Cruise tourism is an important revenue generator
for the port and creates economic activity in the city and region. CBPC would like to improve the overall appearance
and atmosphere at the dockside area so that the passenger experience is reflective of the local area and/or culture.

ABOUT THE PROJECT
CBPC is issuing an open call for artists to submit individual or group proposals to create an original mural to be
displayed on the outside back wall of the port transit shed located on the wharf (see attached). As part of the
CBPC’s cruise enhancement project, the goal of this mural is to help create a more welcoming and inviting
experience during the arrival of cruise ships. We encourage artists to imagine the space through the lens of a cruise
ship passenger arriving to the City of Corner Brook for the first time. What is it about Corner Brook and the culture
of this province that attracts tourists to Newfoundland and how can this be portrayed within the mural?
Individual and group submissions will be accepted until 4:30 p.m., March 27th. The selection process will take place
and the preferred candidate(s) will be notified by April 3rd. Installation of the mural will be scheduled for Spring
2020. To eliminate the risk to the artist(s) we recommend that the mural be painted on an independent material to
be installed directly on the building.

ARTIST ELIGIBILITY
This call for proposals is open to all artists who are interested in engaging with the CBPC, its board members and
the community in conversations about place-making, public art, and the generation of ideas. We welcome both
individual and group proposals, although artist teams must share the total commission awarded. Previous mural
experience is not required but considered an asset.

PROPOSAL REQUIREMENTS
1. Curriculum Vitae
2. Artist statement of intent
3. Contact information
4. Up to five images of previous work (in JPEG format) with accompanying documentation (i.e. title, medium,
dimensions, location).
